Annette Taylor is a civic leader, public administrator, nonprofit specialist and women’s advocate. Currently, she serves as the newly appointed Manager of Minority Business and Community Affairs at the NC Education Lottery. Taylor’s background includes more than 25 years in workforce development, and the nonprofit and philanthropic arena, directing resources to organizations across North Carolina. The role she enjoys most throughout her life and career is mentoring and coaching others to reach their full potential. She has assisted countless professionals manage transition in their careers since 1994, all driven by her passion for helping others advance.
In 2016, Taylor began hosting women’s empowerment luncheons called “The State of Women & the Economy” to bring awareness to the leadership gap and address economic inequalities among African-American women. Subsequently, she is establishing a new initiative focused on advancing an inclusive, sustainable economy for minority women. Prior to her new role at the NC Education Lottery, she served as the Director of Community Engagement for NC’s First Congressional District leadership team. Taylor directed community outreach in 14 counties, among diverse organizations and 700,000 residents. Her work focused on building and managing relationships with key stakeholders, constituent groups, managing healthcare policy and leading special initiatives.
In 2017, Taylor was appointed to the Board of the NC Council for Women and Youth, where she is currently the vice-chair. She also serves as an adjunct professor and advisory board member in the NCCU Public Administration Department. Taylor has a Bachelor’s degree from NCCU’s School of Communications and her Master of Science degree in Leadership from Pfeiffer University. She serves on the boards of the NC Women's Business Center and the Greater Raleigh chapter of NAWBO. She is also a graduate of the NC Rural Center's Rural Economic Development Institute and the Morrisville 101 Citizens Academy. She enjoys writing, and traveling.
